Overview

The beneficial use of high-volume, low-hazard industrial by-products is expanding, with a number of applications gaining market and regulatory acceptance. However, the question of whether these by-products can be recycled in an environmentally and economically sound manner is currently an impediment to further development and expansion of the practice.

The purpose of this summit, held in August 2002, was to support discussions: (a) between industry and regulators to increase the understanding of industrial by-products and regulatory programs; (b) among state regulators to share information and experiences on beneficial use regulations and determination processes; and (c) among industries to share experiences on navigating the regulatory process and to assess the potential to utilize each other's by-products.

The summit was a joint production of the National Council for Air and Stream Improvement (NCASI), which provides environmental research to the forest products industry, and the United States Environmental Protection Agency, Region 5.

A follow-up meeting of interested parties was held in January 2003 to discuss recommendations made at the summit. Several collaborative projects aimed at increasing the beneficial use of industrial by-products were developed. Workgroups were established to implement the projects; work is currently underway. Another summit event is planned for Atlanta in the fall of 2003. Details on the next summit will be available in May.
